The C-TPAT (Customs-Trade Partnership Against Terrorism) plan is a cargo safety plan jointly implemented by the US government and the business community after the September 11 incident. The General Administration of Customs, P.R.C. and the US Customs and Border Protection have launched a supply chain security cooperation project to promote trade facilitation. After the enterprises passed the Sino-US joint certification, the speed of customs clearance of their goods in the United States increased by more than 50% compared with the past, and the average inspection rate dropped from 3% before certification to 0.7%, of which 32% of the enterprises had zero inspection rate. The overseas logistics expenses of enterprises have been significantly reduced, and 70% of the enterprises' ports and insurance expenses in the United States have dropped by an average of 35%. Corporate awareness of law-abiding operations and safety management has generally increased. More than 95% of companies believe that participating in joint certification has effectively improved their awareness and capabilities for internal management, self-discipline and trade security.
